Academician Liu Jizhen Led a Group visit to Inner Mongolia Power Group Company for Technical Cooperation and Exchange

On August 26, headed by academician Liu Jizhen, Professor Bi Tianshu, Deputy Director of Laboratory and President of EES, Professor Niu Yuguang went to Inner Mongolia Power Group Company to attend the Symposium on strategy and technical cooperation. At the symposium, the actual problems and future development ideas of the Inner Mongolian power grid, the progress of existing cooperative research projects, the planning and construction of the Inner Mongolian experimental base of the State Key Laboratory of New Energy and Power Systems, the training of talents and the transformation of achievements were thoroughly docked and exchanged, so as to further deepen the cooperation between the two sides, speed up the promotion of high-quality development and achieve win-win cooperation between the two sides.

Participants from various departments of Inner Mongolia Power Group Company attended the symposium: Jia Zhenguo, General Manager; Hao Zhiqiang, Deputy Secretary; Wang Xiaohai, Chief Engineer; Li Pingjun, Deputy Engineer; Yanjun, Director of Planning and Development; Liu Shuansheng, Director of Production and Technology; Li Gang, Director of System Operation; Wu Jiguang, Director of Science and Technology; Jin Zhenhua, Director of Marketing; Su Yanfei, Director of Marketing; Bai Fengying, Director of Human Resources; Zhang Shuyu, President of the Academy of Electric Power Sciences; Zhang Xiaohu, Chairman of Integrated Energy Company, and so on.

Jia Zhenguo, general manager, director and Deputy Secretary of Inner Mongolia Power Group Company, chaired the meeting, and introduced the basic situation and development trend of Inner Mongolia New Energy Power in detail. He pointed out that there are three characteristics in the development of Inner Mongolia’s power industry: firstly, the Large installed capacity and high proportion of new energy, The installed capacity of new energy in the autonomous region accounts for 10% of the whole country; the installed capacity of wind power in the Mengxi power grid reaches 18.37 million kilowatts, accounting for 11% of the total installed capacity of wind power in the country; and the installed capacity of photovoltaic power is 7.26 million kilowatts, accounting for 5% of the whole country; in 2018, the new energy generating capacity of Mengxi Power Grid accounted for 25% of the company’s electricity sales, 13% of the wind abandonment rate and 2% of the light abandonment rate. Secondly, the growth rate of electricity demand is leading in the whole country, the supply and demand of electricity are tightening, and the space and conditions for high proportion of renewable energy consumption are high. Taking Wulanchabu as an example, the growth rate of power load is expected to be 9.6% and 7.8%, which is 2-3% higher than the national growth rate. Thirdly, the process of market-oriented reform is ahead of the rest of the country. However, with the rapid development, there are many problems and difficulties in production practice, and the situation is becoming more urgent. The trend of diversification of supply and demand patterns, low-carbon energy consumption, Intellectualization of power system, and synergy of source network and storage are becoming clearer and clearer. All these have put forward unprecedented requirements for the company to accelerate the transformation and upgrading of power grid and promote high-quality development. Therefore, it is necessary to further strengthen, accelerate and deepen the cooperation with the State Key Laboratory of Alternate Electrical Power System with Renewable Energy Sources, give full play to the academic advantages and practical experience of both sides, accelerate the realization of high-quality development, and make new contributions to the development of the power industry of the autonomous region and the whole country.

Wu Jiguang, Director of Science, Technology and Communication of Inner Mongolia Power Group Company, made a report entitled “Cooperation Model and Progress between the Group Company and North China Electric Power University”; Li Gang, Director of System Operation Department, made a report entitled “Practical Operation Characteristics and Difficulties of Inner Mongolia Power Grid”; Bai Fengying, Director of Human Resources, made a special report on talents;Zhang Shuyu, President of the Academy of Electric Power Sciences, reported on the concrete progress of the current cooperation projects between the two sides.

Professor Niu Yuguang, deputy director of State Key Laboratory of Alternate Electrical Power System with Renewable Energy Sources, gave a detailed report on the project. The report mainly includes three aspects: first, the planning and feasibility study of the Inner Mongolia Experimental Research Base of State Key Laboratory of Alternate Electrical Power System with Renewable Energy Sources, involving the large data center, system simulation center, test center, personnel training and decision support center of Alternate Electrical Power System with Renewable Energy Sources; second, the progress of related scientific research projects; third, the development of the project. The next plan includes: starting the base construction planning work, continuing to carry out in-depth research projects such as active support and source-network-load coordinated control to Support the scientific research projects with high proportion of new energy consumption, summarizing the previous research results, and jointly forming high-level results.

At the symposium, Chief Engineer Wang Xiaohai, Deputy Engineer Li Pingjun and Director Yan Jun made in-depth discussions on new energy and power trade in Inner Mongolia, source-network-load interaction, compensation mechanism and distributed energy storage. Professor Bi Tianshu of State Key Laboratory of Alternate Electrical Power System with Renewable Energy Sources, also explained the new energy carrying capacity that Inner Mongolia Electric Power Group Company was concerned about.

Finally, Academician Liu Jizhen made a concluding speech for the symposium. He pointed out that from an international perspective, the United States attaches great importance to energy independence, Europe adheres to a high proportion of renewable energy, Japan is at the forefront of the world in the field of high energy efficiency and energy conservation. We should all learn from three aspects, namely, “Clean use of fossil energy, large-scale use of clean energy, comprehensive use of new and old energy”. The future power structure and total power will inevitably have great development. This requires us to attach importance to the three words “thought, policy and project”. In the future, scientific and technological research should be problem-oriented, especially for Inner Mongolia. We should understand the general trend of energy development at home and abroad, combine with the unique characteristics of Inner Mongolia, summarize the existing and future problems, identify the core technologies that need to be focused on, and form research topics and road maps. The State Key Laboratory of Alternate Electrical Power System with Renewable Energy Sources of North China Electric Power University will provide comprehensive and systematic technical support. It is of great significance to form our innovative models, technical methods and practical results in solving the problem of high proportion of new energy access and safe and stable operation control of power grid.
